Roundabout Project at 117th & Randolph Street

The Town of Winfield, with funding from the Federal Highway Administration (FHWA) and administrative oversight from the Indiana Department of Transportation (INDOT), proposes to proceed with a project for improvements to the 117th Avenue/Randolph Street intersection.

LEGAL NOTICE OF PLANNED IMPROVEMENT

 

The Town of Winfield is developing plans for proposed 117th Avenue at Randolph Street Intersection Improvement in Lake County (DES. # 2101168). 

The purpose of this project is for the intersection of 117th Avenue at Randolph Street to operate at a LOS B or better at peak hours through the design year of 2041.  Under the current conditions,  there are excessive traffic queue lengths, with individual lane groups currently operating as low as LOS F (unstable traffic flow with bottlenecks) during peak hours.       

The project proposes to construct a single lane roundabout with sufficient pavement that can be re-striped in the future to provide dual-lanes for eastbound and northbound legs of the intersection.  The anticipated length of roadway approach work is approximately 600 feet along the west approach and approximately 500 feet along the remaining approaches.  An eight-foot-wide sidewalk will be provided through the project to provide continuous accessibility with existing and future pedestrian facilities.  ADA compliant curb ramps will be used at all intersections and splitter islands.  Storm sewer will be installed to drain the new intersection to existing ditches and swales within the project area.   

The proposed construction of this project will require 1.167 acre of new permanent right-of-way and 0.006 acre of temporary right-of-way.  No relocations or displacements are necessary. 

The maintenance of traffic (MOT) plan proposes to detour vehicular traffic during construction.  Access to all properties will be maintained throughout construction. School corporations and emergency services will be notified of closures prior to construction.  The proposed start of construction is 2027. 

The cost associated with this project is approximately $4,360,000.00 which includes preliminary engineering, right-of-way, and construction with both federal and local funds anticipated to be used.  The Federal Highway Administration (FHWA) and INDOT have agreed this project falls within the guidelines of a Categorical Exclusion (CE) Level 2 environmental document.  Preliminary design plans along with the CE/EA/EIS are available for review at the following locations:
