The Town of Winfield has adopted a new Home Rental Registration and Permitting Program under Ordinance 385, passed by the Town Council on January 27, 2026. The ordinance establishes Chapter 160 of the Town Code and requires rental property owners to obtain a Home Rental Certificate of Authorization.
The Certificate of Authorization is valid for as long as the applicant owns the property, provided the property remains compliant. Certificates will be reviewed upon transfer of ownership or in cases involving public health or criminal violations. A separate certificate is required for each rental property.

Before submitting your application, please ensure the following:
- Application is fully completed. Please do not leave anything blank.
- Application is signed by all property owner(s) and authorized agent(s).
- Application is notarized.
- A copy of the current tenant's lease is attached.
• If the property is vacant, attach a copy of the lease that will be used for the next tenant. - Property owner's utility account is current.
- All current and/or past tenant utility accounts are current.
- Registration fee of $500.00 per unit is included.

Reminders:
• A copy of the lease must be submitted to the Town each time a new tenant occupies the property.
• If the owner does not reside in the state of Indiana, the rental property will need an authorized agent who lives within the state per ordinance.
• Please ensure all pages have been filled out to completion.
• The Town of Winfield does offer notary services for Town of Winfield residents only. The notary fee is $2 per document.
